Last night we cleared phase 2 of the tusken instance with 0 civilian casualties.
Our group consisted of
2 medics
1 commando
1 officer
2 bounty hunters
2 Jedi.
1 bh was response to each building call he would run up set trap on door and start killing.
1 commando (me) would go to each building and assign experts helping to clear entrances as i arrived.
rest of group tanked warlords killed the groups of tuskens and generally escorted anything that was yellow.
the key is to realise which locations are closest and what each will spawn.
Watto's closest to the slum then the house in middle. spawns mse droids and pit droids the mse droids can tank a tusken warlord for a good few mins. they have lots of health and just draw aggro.
Combat hall as mentioned by pablo (hows wanderhome SMILEY:D) is closest to slum and house in middle of town. it spawns militia good for killing and dealing with random spawns of tuskens.
Med Center closest to mansion on south side then house in middle of town. spawns medics these roam with the militia and heal them meaning a group of militia with medic can pretty much deal with everything except the warlords and the lvl 91 flesh hunters.
Cloning facility closest to mansion and house in middle of town. not sure what this spawns but i would presume it has some effect like keeping your militia/dr's alive
University closest to mansion and house in middle of town. again not sure of this effect probably more damage dealt by npc's
keep your groups moving if you end up focusing on a warlord your doing the wrong thing. yes those guys are a threat but once aggro is drawn by a jedi they can keep it out of the fight long enough for your team to clear the way for your experts. focus on every distress call first and leave one or two people with your citizens at all times to see where you need to arrange your firepower.
Medics need to be aware that the people who get to the threats first will need their help the most so dont get hung up fighting tuskens just get to those distress calls drop a bleed and heal your mando or bh
last piece of advice is this. if you are not using ventrillo/teamspeak/yahoovoice get one. buy yourself a mic and talk to the people you group with. My group has never failed the tusken instance on live and i put this entirely down to our reaction speeds being quicker through verbal communication. the only time we have failed is when we took in a 5 man group on test center SMILEY:D couldnt cover the area quick enough and didnt know you could use your bikes in the instance SMILEY:D
