фраза "looks at what will happen if it is internationally understood that the United States is an exporter of terrorism" - это (провокационный?)комментарий самого wikileaks и в оригинальном документе не содержится...

В оригинальном документе есть и похлеще. Например:

This report examines the implications of what it would mean for the US to be seen increasingly as an incubator and ”exporter of terrorism.”

Хотя мне больше понравилась эта экспада:

Foreign perception of the US as an ”exporter of terrorism” also raises difficult legal issues for the US, its foreign allies, and international institutions. И это государство (в лице своих госслужащих, естественно) ещё вякает что-то о российских методах ведения внешней политики.

P.S. Я нисколько не против, Илья, если ты защитишь американскую подготовку "всемирного террориста №1": мне именно что было бы интересно узнать проамериканскую точку зрения.
