Это в настроках браузера отключены либо Java-скрипты, либо ActiveX, либо и то и другое сразу.

Решение: меню "Tools" -> "Internet Options" -> "Security" -> "Security Level For This Zone" =>>

Или -> "Default level"

Или -> "Custom level" -> (все, что касается "Scripting") "Enable" + ("ActiveX controls and plugins) "Enable" или "Prompt".
