Question:

"There will be a mission editor but it will not be published. The developer may charge for additional missions created by them."

If this is accurate, does this mean:

1) That the mission editor will not be published in the base game, but will be available as an additional charge for consumers to buy as an option?

or

2) That the mission editor will not be available to players, and that any mission additions will be charged for?
