Ну по моему в правилах для прайват, по тому что использование общественных дорог для взлета и посадки сопряжено с повышенным риском. По моему что то в этом роде, или строго не рекомендуется.
Но полной уверенности нет. Если знаешь точно - то просвети пожалуйста. Я просто очень давно на маленькой технике не летал, а за границей - никогда.

(c) Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.

(c) Each pilot in command who deviates from a rule under paragraph (b) of this section shall, upon the request of the Administrator, send a written report of that deviation to the Administrator.

Большое спасибо! Теперь понятно, нам бы такие правила Просто и доступно. Понятно значит это были рекомендательные указания(насчет дорог общего пользования). Повезло ребятам что все так кончилось...

По правилам ребятa должны были иметь горючего до место назначения плюс резерв топлива минимум 30 минут днем и 45 минут ночью .Вот за это им головы могут отвинтить запросто
