Well, this is kinda confusing, typical for this crap magazine, but what I think what happened is this:
The other aircraft was a LH A319 coming in from Stuttgart. It was on approach to the parallel runway 26L (The Il-86 was on 26R) landed long and decided to go-around while the Il-86 was already rolling. So both aircrafts would have climbed out side-by-side which would have been dangerously close, so the Il-86 was advised to abort by the ATC.
I didn't know that they did parallel runway ops in TXL anyway in terms of 1 take-off, 1 landing at the same time, but parallel take-offs are definetely not allowed. I know for sure that there are no distinctive SIDs for 26L and 26R (and 8L/R respectively)
