Там написано, что деньги не списаны со счёта, но заблокированы платёжной системой из-за неудачной трансакции. Через определённый (установленный банком) срок доступ к ним снова откроется. Вообще это стандартная практика, введённая банками ЕМНИП для того, чтоб через сфальсифицированные отказы нельзя было расплатиться за две или более покупок 'одними и теми же' деньгами. Срок блокировки обычно пару недель, по звонку в банк, скорее всего, можно их разблокировать быстрее. Хотя, смотря ещё какой банк - если одна широко известная организация с медведеорлом на логотипе, то я вам не завидую.
