Mouse-over labels?

How do I view the mouse-over labels with the Mig21? They work with the other planes in the game. I can see the "Hand" cursor when I hit an active spot but the labels don't come up. It's hard to remember what all the switches and lights are for and since I can't read the writing. . .

I'm not a long time student of the MSFS academy so I may be missing something very elementary.

The thing is in FS2002 we can't change default pop-ups as we did in L-39 for FS2000.
And the deault labels are very limited and couldn't cover even a half of the MiGs instruments and controls.

That's why we've turned them off completely and provided detailed interactive cockpit layout chart in the Flight Manual.

Thanks for the explanation. I opened up the. swf files and printed the picture and description of the various instruments and panels so I'd have them handy while the game is open.
