Apparently you need it to install 'Konotop'.

Go to WORLD>SCENERY LIBRARY then ADD AREA and select path to fs2002/scenedb/cities/konotop/

After the FS refresh the files Konotop should appear in GO TO AIRPORT> UKRAINE (EUROPE)> Konotop AFB
