The planned rate of production for Topol-M is 30-40 annually with the goal of deploying 400-500 Topol-Ms by 2010, although the level of funding is only 55 percent of the required, which means that if the financial situation does not improve, only about 300 missiles will be deployed by 2010.(70) However, if economic conditions improve rapidly it would not be impossible to return to the Soviet-era deployment rate of 48 per year.(71)
