You will need to download and install the latest version of the codemeter runtime in order to run 2.304. You can find it here:

Please ensure that you are running at least 2.262 before attempting to install this update. (2.273 is ok too.) If you are not on this version, then apply the appropriate patches in order until you are. You can find the version in the top right corner of the main menu.
