Разобрался немного. Этот листик является переводом небольшой части отчета TAIC (Technical Air Intelligence Center). Отчет зовется в оригинале «Japanese Aircraft Performance & Characteristics». Выпускался подобный документ для каждого типа тестируемого крафта. В данном документе есть примечания касающиеся режимов работы испытуемых двигателей:

The notes about engine powers were revised:

All [power] ratings tabulated are taken from documents unless followed by asterisk (*). The latter are TAIC estimates.

Take-Off [Power] This is usually a one minute rating.

W.E.P. (War Emergency Power) These ratings are in most cases estimated extrapolations based on take-off boost pressure. For most engines, documents indicate that take-off boost is permissible for one minute for either take-off or emergency. If one minute is permissible for take-off it is quite probable that under certain flight conditions, this period could be exceeded. Its exact duration is conjectural, but until better information is available, should, to be conservative from a tactical point of view, be considered as at least a five minute rating.

Military [Power] Power available for 30 minutes.
Some example engines with their fuel octane requirements to produce (first) Cruise and Normal Power and (second) Take-Off, W.E.P, and Military Power are listed here, with the exception of those already listed above from the TAI Report No. 2, unless there was a change in TAIC Manual No. 1
